I. General Information

  1. This Privacy Policy sets out the rules for the processing of personal data provided through the website in the domain uni.opole.pl.
  2. The University of Opole attaches particular importance to respecting the privacy of users visiting the website in the domain uni.opole.pl.
  3. Personal data means information relating to an identified or identifiable natural person (“data subject”). An identifiable natural person is a person who can be identified, directly or indirectly, in particular by reference to an identifier such as a name and surname, identification number, location data, an online identifier, or one or more specific factors determining the physical, physiological, genetic, mental, economic, cultural, or social identity of that natural person.
  4. Personal data collected by the Controller through the website is processed in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons regarding the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC, also known as the General Data Protection Regulation, or GDPR.

II. Data Controller

  1. The Controller of data collected in connection with the use of the Website is the University of Opole, with its registered office at pl. Kopernika 11a, 45-040 Opole, email: sekretariat@uni.opole.pl.
  2. The Data Controller has appointed a Data Protection Officer supervising the correctness of personal data processing, who may be contacted by email at: iod@uni.opole.pl, or by post at: University of Opole – Data Protection Officer, Kopernika 11a, 45-040 Opole.

III. Legal Bases for Data Processing

  1. Article 6(1)(e) GDPR — processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the Controller, in connection with Article 2 and Article 11 of the Act of 20 July 2018 — Law on Higher Education and Science.
  2. Article 6(1)(b) GDPR — processing is necessary for the performance of a contract to which the data subject is a party, or in order to take steps at the request of the data subject prior to entering into a contract.
  3. Article 6(1)(c) GDPR — processing is necessary for compliance with a legal obligation to which the Controller is subject, in connection with the requirements of legal provisions and internal legal acts applicable at the University of Opole.
  4. Article 6(1)(f) GDPR — processing is necessary for the purposes of legitimate interests pursued by the Controller or by a third party.
  5. Article 6(1)(a) GDPR — processing is carried out on the basis of your consent to the processing of personal data.

IV. Scope of Data Collected

The list of data/information stored in web server log files:

  1. the private and/or public IP address of the computer from which the request was made, which may be the user’s computer directly,
  2. the type of user device from which the connection is made,
  3. the username provided during the authorization process or in a form, if such a form appears on a given webpage available on the website,
  4. the time of the request, including date and hour,
  5. the first line of the HTTP request,
  6. the HTTP response code,
  7. the number of bytes sent by the server,
  8. the URL address of the page previously visited by the user, the so-called referrer link — where access to the webpage within the website occurred through a link or directly,
  9. information about the user’s browser, including browser type and browser language,
  10. the type of operating system,
  11. error codes that occurred during the HTTP or HTTPS transaction,
  12. cookies — small text files sent by the website to the device of the user visiting a given webpage on the website, i.e. a computer, smartphone, or other device used by the user,
  13. information containing a telephone number, if such information was required, for example by a correspondence form placed on the website.

V. Purposes of Data Processing

  1. Data collected and processed in system log files (logs) is used solely for the internal needs of website administration in technical matters and for the following purposes:
    1. ensuring the security and protection of data and services in the uni.opole.pl domain,
    2. ensuring the provision of specific services to the user at the highest possible level,
    3. creating statistics on the viewership of websites and subpages,
    4. maintaining the user session after logging in, so that the user does not have to re-enter their login and password on every subpage of the website — this applies to pages, systems, and shared services requiring login, such as email, USOSweb, Online Candidate Recruitment System (IRK), DyskUNI, etc.,
    5. sending an SMS message containing information regarding the creation of a “guest” access account.

  2. To ensure the highest possible quality of the website, we occasionally analyze log files to determine which pages are visited most often, which web browsers are used, whether the website structure contains errors, and whether the content and elements of the website or service are displayed correctly, etc.
  3. Collected logs are stored for a period of 24 months as auxiliary material used for administering the website. The information contained in them is not disclosed to anyone except persons authorized to administer the server and the University of Opole network. Based on log files, statistics may be generated as an aid in administration and for improving the quality of services provided and the availability of the website. Collective summaries in the form of such statistics do not contain any features identifying persons visiting the website.
  4. Data of persons browsing webpages within the uni.opole.pl domain who are not logged in to the services offered is not associated with specific persons browsing the University of Opole website. No identifying data is transferred for any purpose to any third party, subject to paragraph 5.
  5. Data collected and stored in system log files may, on the basis of separate applicable provisions of law, be transferred to authorized law enforcement authorities upon their request in connection with suspicion of acts prohibited by law.

VI. Cookies Mechanism

  1. The Website enables the collection of information about the user through cookies and similar technologies, the use of which most often involves installing such tools on the user’s device (computer, smartphone, etc.). This information is used to remember the user’s choices (font selection, contrast, acceptance of the policy), maintain the user session (e.g. after logging in), remember the password (with consent), and collect information about the user’s device and visit in order to ensure security, as well as to analyze visits and adapt content.
    Information obtained through cookies and similar technologies is not combined with other data of Website users and is not used by the Controller to identify them.
    The user may configure their browser to block specific types of cookies and other technologies, for example by allowing only those that are necessary for the correct display of the website. By default, most browsers allow the use of all cookies; however, the user may change these settings at any time and may also delete already installed cookies. Each browser allows such action through one of the available settings or preferences options.

Google Analytics uses cookies and creates pseudonymized user profiles. IP addresses obtained by the tool are anonymized so that they cannot be assigned to a specific user.   5. Google Analytics is an analytical tool provided by Google LLC, based in the United States. Therefore, data collected by Google Analytics may be processed on servers located outside the EEA, including in the United States.
    The transfer of data outside the EEA will take place in accordance with GDPR provisions, and we will take all necessary measures to ensure an appropriate level of protection of personal data. Google applies standard contractual clauses approved by the European Commission, which ensures an appropriate level of data protection in the case of processing outside the EEA.

  6. In addition, the webpages may use plugins, buttons, or other tools enabling content sharing on social networking sites such as Facebook, Twitter, Flickr, Instagram, Snapchat, Google Maps, OpenStreetMap, YouTube videos, etc.
  7. The University of Opole is not responsible for the privacy policies of external entities, including services to which it provides links. The User should read the rules applicable to those entities.

Rights Arising from the GDPR Regarding Processed Data

You have the right to:

  • request access to your data from the Controller, as well as receive a copy of it (Article 15 GDPR);
  • request that the Controller rectify or correct your data (Article 16 GDPR) — in relation to a request for rectification of data when you notice that the data is incorrect or incomplete;
  • request that the Controller delete your data (Article 17 GDPR);
  • request that the Controller restrict processing (Article 18 GDPR) — for example, when you notice that the data is incorrect, you may request restriction of the processing of your data for a period allowing us to verify the correctness of the data;
  • lodge a complaint regarding the processing of your personal data by the Controller with the President of the Personal Data Protection Office.

Recipients of Your Personal Data

Authorized employees and associates of the University of Opole will have access to your personal data and will process your data in connection with the purposes being carried out.

Recipients of the data may also include entities to which the Controller commissions the performance of specific activities involving the need to process personal data.

Recipients of your personal data may also include entities authorized to receive it under provisions of law.

Data Retention Period

Your personal data will be stored for the period necessary to fulfill the purpose of its storage. After this period, the University may use the collected data for archival or statistical purposes, or until the expiry of claims related to the service that required the user to provide their data. If personal data is processed on the basis of your consent, your personal data will be stored until such consent is withdrawn. You may withdraw your consent to the processing of personal data at any time by sending an email to: sekretariat@uni.opole.pl or by post to the Controller’s address. Withdrawal of consent to processing will not affect the lawfulness of processing carried out before its withdrawal.

Data related to website traffic analysis collected through cookies and similar technologies may be stored until the cookie expires. Some cookies never expire; therefore, the data retention period will be equivalent to the time necessary for the Controller to achieve the purposes related to data collection, such as ensuring security and analyzing historical data related to website traffic.

The provisions of Article 173 of the Telecommunications Law, applicable from 22 March 2013, require information to be provided about the possibility of opting out of storing data in browser files.

The website www.uni.opole.pl and other websites in the uni.opole.pl domain use cookies to collect information related to the use of the website. The cookies we use enable:

  • the creation of statistics on the viewership of the website’s subpages,
